A conceptual framework and algorithmic steps are proposed for determining optimal evacuation paths in capacitated dynamic networks, where arc traversal times are time-dependent and arc capacities are discrete random variables with time-varying distributions. The proposed algorithm can facilitate safer evacuation of a building in circumstances warranting quick escape.
